How should we reason about uncertainty in the absence of objective probabilities? The common approach in economic theory is that the rational way to deal with such situations is Bayesian: using subjective probabilities when objective ones are not given and cannot be estimated. We take issue with this view. We adopt a pragmatic definition of rationality, which is based on the decision maker's willingness to change her supposedly-irrational behavior. With this definition in mind, we argue that it is sometimes more rational to admit that we do not know a distribution than to pretend we do. The attempt to convince decision makers to adopt certain modes of behavior calls for an axiomatic approach. In one paper we ask, what is a rational way to select a set of distributions, where a single one may be hard to pick? In another we study continuity with near zero probability, asking what is the exact behavioral meaning of "zero risk" policies.

In recent years, significant efforts have been made, both institutionally and academically, to enhance openness and transparency in research. Within the field of economics, numerous highly regarded journals have implemented Data and Code Availability policies, which typically require authors to publish their data and codes upon paper publication. Some journals have taken an additional step by verifying that the provided data and codes can effectively reproduce the results presented in the published papers. This rapid progression has already resulted in increased visibility and recognition for replication analyses, which have contributed to confirming important findings from previous papers while also highlighting results that were not robust to follow-up analyses. To ensure the continued progress and stability of these important changes, an ongoing and unresolved debate is essential within the profession. One key question revolves around the extent to which data sharing policies influence the strategic behavior of economists who work with data that is highly costly to obtain, such as digitized historical archives or primarily collected surveys. Could open data policies potentially discourage some researchers from investing in such data or delay their publication until they have completed additional papers before releasing the data? Should journals and funding agencies take this behavior into account when designing their policies? This session aims to foster such a debate by convening a panel of renowned academics who possess extensive experience and diverse perspectives on the various aspects of this issue.

Panel data provides the opportunity to control for endogeneity of regressors while estimating structural and causal effects via time stationarity (i.e. "fixed effects"). Sources of endogeneity can include market equilibrium, individual choices, and potential outcomes in causal models. We estimate structural and causal average effects using a linear approximation to a general nonlinear, nonseparable model. We estimate individual specific ridge regression approximations and corresponding debiased average effects that allow for partial identification. The resulting estimators and standard errors are simple to compute and have empirical Bayes interpretations. We consider large T approximation where the identified set is small enough that partial identification can be ignored. We also give ways of evaluating the extent of partial identification in applications. Empirical examples are given for economic demand analysis, estimating the average of heterogeneous taxable income elasticities with nonlinear budget sets, and estimating causal effects.
